The efforts of a special paramilitary unit set up by a high-ranking police official, Gen. Carlo Alberto Dalla Chiesa.

Palermo, 1972. Colonel dalla Chiesa, commander of the Legion of Palermo, was appointed General and transferred to Turin together with his family. The city is crossed by tensions and workers' demonstrations. But there is a group of extremists who immediately worry the Church more than the others: the Red Brigades. Their increasingly violent actions culminate in the kidnapping of judge Mario Sossi. From the Church he obtained permission from the Minister of the Interior to form a new structure, the special anti-terrorism unit. Among the boys chosen by the General, a young Apulian stands out, Nicola.

The work of the Nucleus, despite the General's enthusiasm and innovative methods, starts uphill. They have little means, they are viewed with suspicion within the Arma, but above all they are unable to bring the immediate results that Rome expects of them. Dalla Chiesa decides to infiltrate the organization Friar Mitra - born Silvano Girotto - a revolutionary priest. Thanks to him, the Red Brigade leaders Curcio and Franceschini are identified.

Curcio and Franceschini are arrested by the Nucleus, but the use of Friar Mitra brings with it many controversies. The aggression of the Red Brigades against the State does not stop, but so do the investigations of the Nucleus. During the raid on a Red Brigades hideout, a member of the general's team is killed. Curcio is made to escape from prison by his fighting partner, Mara Cagol, who then falls into a firefight with the carabinieri.

The latest tragic developments in the general's work push the leaders of the Arma to close the anti-terrorism unit. Dalla Chiesa has no assignments, but continues to keep in touch with his former men who manage to arrest Curcio again. The Red Brigades do not stop and, with the killing of the judge Francesco Coco, they carry out the first planned crime. A long season of blood begins. He was commissioned by the Church to manage the prisons. Worn out by her worries, Dora dies of a heart attack. The general is now alone. The kidnapping and killing of Aldo Moro in Rome shook the country. The state must respond. The general is called to reconstitute the Nucleus.

Dalla Chiesa's men discover the hideout in via Monte Nevoso in Milan. Inside the apartment they find the archive of the Red Brigades and the papers of the Moro Memorial. Dalla Chiesa is accused of having hidden some of them and ferocious controversies are unleashed. While the murders of terrorists multiply, the Church prepares a blitz to arrest one of the most important leaders of the Red Brigades: Patrizio Peci.

After escaping the first blitz, Peci was arrested in February 1980. Dalla Chiesa convinces him to collaborate. Peci gives him the addresses of three hideouts. The raid on one of these, in via Fracchia in Genoa, ended with the death of four Red Brigade members and the wounding of a carabiniere. New controversies erupt. From the Church he met a young Red Cross nurse, Emanuela Setti Carraro.

Dalla Chiesa introduces Emanuela to his children, but his moment of serenity does not last long. The terrorists kill General Enrico Riziero Galvaligi, his friend and collaborator. The P2 scandal breaks out. It emerges that, in a moment of weakness, he had applied for membership from the Church. Patrizio Peci's brother is kidnapped for revenge. From the Church, under the pretext of a promotion, he was removed from operational assignments.

Under the leadership of the new boss, Giovanni Senzani, the terrorists try and kill the brother of Patrizio Peci. But they are the last backlash of an organization affected by the declarations of the repentant and now doomed to defeat. We are in 1982 and from the Church he agrees to return to Palermo as prefect to resume the fight against the mafia. He is promised special powers, but they will never become effective. In Palermo the General is alone. On 3 September 1982 he was assassinated by the mafia together with Emanuela in via Carini.
