In March and April 1996, Bai Baoshan (played by Ding Yongdai) committed serious crimes in Beijing one after another. The incidents alarmed the Party Central Committee. The Ministry of Public Security ordered the Beijing Municipal Public Security Bureau to solve the cases within a short period of time. Bai Baoshan originally had a happy family, but due to a mistake, he went astray and was sentenced to forced labor during the "severe crackdown" in 1983. Qian's more than ten years of prison life not only failed to make him correct his evil ways, but instead made his temperament go to extremes. After he was released from prison, he conspired to attack military police and snatch guns. His criminal behavior was rare since the founding of the People's Republic of China. Bai Baoshan, who had a gun in his hand, became extremely cruel. Two of his inmates who were in need were sent to hell because of a few quarrels with him, and the criminal Wu Ziming was also brutally killed by him.
