Two murder cases occurred at the same time in Shanghai's Chinese and French Concessions. The two seemingly unrelated victims seemed to have been killed by the same murderer. Because it is inconvenient to investigate murder cases in the Chinese Concession, Tiger Inspector Zhong Lang (played by Lu Liangwei), after discussing with Kang Huasheng (played by Xu Liang) and criminology experts Hong Xiaoya (played by Ma Cancan), Yu Shengnan (played by Li Ruosi), and Hong Xiaoya (played by Ma Cancan), decided to start the investigation from the deceased in the French Concession, the retired police chief Xue Tou.
