In Kabuki Town, four huge forces known as the Four Heavenly Kings have maintained a balance by checking each other. The reason why Empress Otose, one of the Four Heavenly Kings, is able to stand against other forces is because Kabuki Town's strongest man, Sakata Gintoki, is by her side. One day, a girl appears in Gintoki's office and asks him to become her younger sister in the Yorozuya family. She was Hirako Tsubaki, a former member of the Uekibee family and nicknamed ``Pirako the Killer''. Meanwhile, Otose is targeted by Jirocho, one of the Four Heavenly Kings, to take control of Kabuki Town, and Gintoki is threatened to join the Jirocho family.
